    Looking for major acquisition checklists, which are to be completed pre solicitation and pre award. I’ve researched DHS specifically, without any findings. Looking for documentation to mirror.

    Are you with DHS?  If so DHS has paid subscription access to a commercial source called VAO.  It’s got generic checklists plus a library of agency documents
