Part 13 large business award

New CS here.

I read in FAR 13.003(b)(1) that all acquisitions for supplies and services over the micro purchase, but below the SAT shall be set-aside for small businesses.

Is there any exception to allow the use of SAP procedures and resulting  award to a large business under the SAT using FAR part 13?
