Billing under T&M when no work can be done

We have a T&M contract with a federal agency. However, we have been unable to do any work for 3 days now due to an extended power outage in their building. We cannot gain access to the building, the computers or the work. Can we still bill the agency for this time?

No, under the T&M payment clause you cannot bill for hours not worked, unless the contract provides otherwise by special provision, which I doubt.
