508 Compliance Question

I would like to receive input regarding compliance with Section 508 of the Rehabilitation Act of 1973. We received a USG-funded contract that includes the requirement to provide a comprehensive list of 508 compliant electronic and information technology (EIT) products, as a deliverable. Can anyone confirm that 508 compliance only applies to EIT products that are not incidental to a contract, i.e. EIT products expected to be turned over to the agency as deliverables?
