WOSB AND VOSB

It's been awhile since I did a small business plan. If a company is a small woman owned business-- and--- a small veteran owned business. Does the prime make a decision as to what category to recognize the subcontract award to this company (WOSB --OR--VOSB?) or do we recognize the dollars in both categories in terms of meeting goals. I know this is a common dilemma but I forgot the rule. Direct me to a refresher reference source if you can.
