Is certifiable cost or pricing data and certification required for T&M Proposals?

Hi,
For a T&M proposal that will be greater than $700K, is certifiable cost or pricing data and a certification required? The T&M labor rates that will be used are already established and are in the contract. The rates were part of the competitive award. The balance of the contract is for IDIQ hardware. The T&M proposal will be for a first time depot for the hardware.

FAR 15.403-1(b ) sets forth exceptions to certified cost or pricing data requirements, the first of which is when "the contracting officer determines that prices agreed upon are based on adequate price competition." The standards for this exception are at 15.403-1( c)(1). Read it and see if that doesn't answer your question.

See FAR 15.403-4. A CO must request the submission of certified cost or pricing data (see FAR 2.101) before awarding a negotiated contract (see FAR 15.000) that is expected to exceed $700,000 (see FAR 1.108( c) when no exception applies (see FAR 15.403-1).
Contract type does not matter.
