What is the definition of “interim billing price adjustments” in FAR 15.403-2( B )? Can anyone provide me with a couple of examples of how this exemption would apply?

I believe that the type of proposals being discussed in your FAR cite are those required to comply with 52.216-7(e).

See also FAR 42.704, especially paragraph ( c). COs are not required to obtain certified cost or pricing data for such actions.
