    I am new to Major Systems procurement .

    My customer anticipates FP competitive commercial acquisition for hardware

    and talks about First article testing in his SOW.

    I am in the process of reviewing and I thought commerical items were not required to have

    First Article testing.

    See FAR 9.304. First article testing and approval "normally" is not required for products sold in the commercial market. There might be circumstances in which it is appropriate or it is market practice. In the commercial market it is sometimes called "first article inspection" or "first article review." This is not to say that it is appropriate in your case. You must understand the purpose of first article testing and then determine why it is being required in your case and whether the requirement is appropriate.
