Performance Confidence Assessment Group ?

@Steven Trinh  I don’t know what the Performance Contract Assessment Group is.  Do you mean Contractor Performance Assessment Reporting System (CPARS) instead?  If so it’s still used CPARS

If you are referring to the term as it relates to the Air Force use of the group and/or term I do not believe so but I did not do extensive research to see when the use of the term was discontinued.  There was  AFFARS Informational Guidance at one time that used the term (IG5315.503) but it does not look like it is a term currently used.

ANS: I'm not speaking of a DoD Component.  It's linked to the source selection process.  Based on my limited understanding of the source selection process, I understand the Performance Confidence Assessment Group is part of the source selection team.  It's job is to develop past performance related questionnaire to aid in the source selection decision.

I got this term from an old briefing.  I just like to know if this group is still current.  I gather from the replies that this group is no longer in the current source selection process.

Who was the source of the briefing you referred to?

Yes, DoD organizations or specific offices often use a team to perform the Performance confidence evaluations.

Joel Hoffman answered your question in his last response.  But I think your disconnect is with the term “group.”  In most formal source selection processes, a “team” is the most common terminology for people that perform the past performance assessments.  In a few smaller acquisitions, it could be performed by a single individual.  In larger acquisitions and especially those with a greater number of anticipated responses, the “team” could be comprised of many people.

If you are wondering about forms for project owner references, in our organization, we developed standardized questionnaires for project owner references to respond to.

You could contact some organizations to ask for a copy of what they use.

The "Performance Confidence Assessment Group (PCAG)" was part of an Air Force Source Selection team.  The term was found in the AFFARS at least as late as January 2008 (at MP5315.3, 4.3.3.), but the term was changed to "Past Performance Team" some time before 2013.  You can still find references to the PCAG term in older protests (e.g. B-298697, November 14, 2006).
