Is it mandatory to state evaluation criteria importance when soliciting for commercial items/service? In this scenario, value exceeds SAT but under 7.5M.
Authority cited within FAR 13.5, in conjunction with FAR 12.
Thank you!!

Have you read FAR 13.106-1(a)(2)(iii)? That is where you will find your answer.

However if one believes they are going to insert FAR 52.212-2 into the solicitation there is this to consider (emphasis added).....
"(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
________________________________________________ ________________________________________________ ________________________________________________[_Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance._]
Technical and past performance, when combined, are __________ [_Contracting Officer state, in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price._]"
When considering whether one should use FAR 52.212-2 such consideration should be based on FAR 13.500(b).

This provision isn't required when using FAR Part 12 in conjunction with Part 13, as FAR 12.301(c)(2) permits the use of a similar provision containing the evaluation factors as required by FAR 13.106. Also at FAR 12.602(a), it states that the provision can be tailored and relative importance of factors is not required when using SAP.

Sorry for the confusion if I implied it was. I just felt that the OP left a gap as it was not explicity stated that simplified acquisition procedures (SAP) were being used. Stating "authority" did not hit me as an explicit affirmation that the SAP was the intent.

GABE,
Please read this thread, FAR 13.106-1(a)(2)(iii), and FAR 12.602(a) and tell us the answer you have discerned for your question -- I hope you feel confident enough to take a position. Others posters here may then respond to either sustain or challenge your position, and your learning will be maximized.

Using SAP, exceeding 250k, up to 7.5m, for commercial items/service, I see no requirement to post criteria importance.
Culham brought up a good point with provision 52.212-2. Authority is cited to tailor without relative importance when using procedures within FAR 13 and FAR 12. Seems acceptable to tailor provision 52.212, without importance.
