Non-Severable Services for 1 to 3 years: Is it Multi-year or Options?

I have a requirement for Non-Severable Services. The requisition has 3-line items and line items 2 and 3 appear to be for options. I do not believe you can have options on a multi-year contract for non-severable services. I suggest the Program amend their requisition deleting CLINs 2 and 3 and state in CLIN 1 that the requirement could be for 1 to 3 years. I welcome any feedback.

Bob, I believe that this is the wrong topic area for this question. Perhaps Contract Award Process topic area for purposes of future references to the subject?

To whom did you make your suggestion? How did he or she respond?
Is there possibly confusion between a multi-year and multiple-year contract?
