Since I posted the analysis of the NDAA for FY 2013, you have viewed a number of its provisions. Here are the sections that interest you the most in their order of downloads:
SEC. 822: Extension of authority for use of simplified acquisition procedures for certain commercial items.
SEC. 811: Limitation on use of cost-type contracts.
SEC. 804: Department of Defense policy on contractor profits.
SEC. 862: Uniform contract writing system requirements.
SEC. 802: Review and justification of pass-through contracts.
SEC. 831: Guidance and training related to evaluating reasonableness of price.

What will be of interest to me will be to see if DCAA will publish the guidance required by sec. 832 in the Federal Register for public comment. If it does, this will be a first and may open the door for future publication of proposed CAM guidance.

Section 811 and 831 will be the ones I am most interested in. Curious to see what Bureaucratic hoops we will have to jump through.

In re 811 and 831: All government contract personnel should take a class in creative justification writing. In fact, I'm thinking of offering a class called "Creative File Documentation." I think it can be taught, but I'm not sure.

I'm keenly interested in the short and longterm outcomes of Section 829. I wonder at the likelihood of an outcome where a directive is issued prohibiting contracts for services that are closely associated with inherently governmental functions.
