    Why does this set aside category exist outside of a regular SDVOSBs et-aside requirement on certain sites like fedbid.com? Maybe I don't understand the process...I guess federal government does not have a unified agreement on who is and isn't SDVOSB or is it something else?

    Because Congress has established two different systems.

    See 15 U.S.C. 657f for the SDVOSB and VOSB set-aside program administered by the SBA and 38 U.S.C. 8127-8128 for the program administered by the VA.
