    Guidance: The issues depend on the company, its products, it's strategy, the industry, and the market, and the rules vary by agency to some degree. This is a very big and very complicated topic, and it is a minefield. The standard text, Intellectual Property in Government Contracts, 6th ed., by Nash and Rawicz, is 1,448 pages long, of which about 450 are devoted to data rights.

    My advice is that if you have something at stake you should consult an intellectual property attorney who is familiar with Government contract data rights regulations, contract clauses, and practices. I once served on a DOD data rights study panel and chaired a public hearing on data rights, and I would be afraid to advise you.
