Reps & Certs, Foreign Contractor performing Outside US

I'm working a contract action for supplies and services to be performed in French Polynesia by a vendor local to that area. As per FAR 4.1102(a)(4), the vendor is not registered in CCR. Are they required to complete Reps & Certs if they are not required to register in CCR?

So your vendor is an "individual," right? It appears to me that they aren't required to complete their reps and certs electronically at ORCA, but I'm not aware of any exemption or exception from having to complete any otherwise required representation or certification based on the exemption from having to register in CCR.
