SB Prime Goals applied against IDIQ maximum?

Hypothetically, a $20B estimated program.  Multiple IDIQs intended to be awarded. 

HCA indicates his 20% agency goal drives him to push for $4B has to be set-aside or reserved for SBs.

No guarantee of the program ceiling or IDIQ maximums being reached though.  Additionally, with MATOCs, I typically make each IDIQ maximum = to the program ceiling, as simple division does not account for some IDIQs running hotter than others.    

Wouldn't the 20% be more logically applied to the task order dollars awarded?  When I read the guidance for FPDS-NG, it seems to force COs to put both "contract values" in for IDCs and orders placed against them.  Which, again, if I am using the programmatic ceiling for each of my IDIQs, would make the system (and those that use it) believe I have a $200B program instead of a $20B one (in the case I have awarded 10 IDIQs).    

Looking for a good reference that says that SB Prime goals agencies get are to include IDC ceilings or not.
