Is an order valid if it was issued against an expired ordering instrument?

Hello, 

I have been looking for information regarding the validity of an order that was issued against an expired ordering instrument, specifically a BPA. Currently there is work occurring under the order. 

I am also wondering if there are specific reporting requirements to report the occurrence.
