When the prime recruiter submits fraudulent candidates

    I am the team lead for a IT support team, but am employed through the subcontractor. I had an opening on my team and interviewed and selected the candidate but the candidate would be employed by the prime.  The problem is that the recruiting company for the prime was submitting fraudulent candidates. I know this because one candidate with the same name and contact information was submitted 1.5 years ago by a different recruiter, but had an entirely different work history: different company names and locations, different time periods, and different job titles and responsibilities. When I told the recruiter this, she wasn’t surprised.  Instead, she said “Good catch”, as if she knew the resume was fraudulent but didn’t think I would catch on.  Other candidates were also fraudulent. Now, anyone hired would have to have a security clearance. The question is, before being hired for a new job, does anyone verify that the work history provided on the resume matches that provided for the security clearance?  If they do, then the only way that fraudulent candidates are hired is with agreement on the part of the government — but why? If they don’t, then maybe the prime wants to replace the team lead with someone who works directly for the prime? Any clues how to navigate this without retaliation from either the government or the prime?
