Are these supply or service contracts?

    If the activity's requirement is for the contractor to deliver a product such as propane gas, or bottled water on a monthy basis, is this a service or a supply contract?

    People in the private sector might call those "services," but in government contracting those will be supply contracts.

    So, if we are

    1. Renting a cooler and then

    2. Having the water delivered each month

    Then we?d have one CLIN for the service (rental) and a 2nd CLIN for the supplies. Right?

    I'd have one CLIN for monthly delivery of supplies (water) and include the cooler rental in the monthly price.

    Can you get the cooler for no additional charge? Did you try?

    Water coolers aren't very expensive. I wonder how many months of rental charges would pay for the cooler.

    Should note that, for Feds, buying bottled water is a longstanding no-no, unless the local water is non-potable. A fairly recently GAO decision that includes a description this prohibition:

    Locally, we bought bottled water for emergency purposes after 9/11, based on a special determination that we'd only open the bottles if the local water was determined to be non-potable.
