Wtf? Entire HHS directed to stop communications - all acquisitions ceased?

Apparently the HHS was directed to cease all communications with the public unless a presidential appointtee from Trump approves of it.

This means our entire acquisitions department has been shutdown and we cant talk to vendors unless some presidential appointtee micromanages every single posting, vendor correspondence, etc.

This does not make sense. Did the directive get misinterprefed?
