are blanket purchase agreements appropriated for in congressional budgets?

Hey friends,
I'm an 1102 and have been for 13 years.
I've been pawing through some of DOGE'S claims to better understand how they arrived at their conclusions of savings. I stumbled across a lot of BPAs that claimed substantial savings; and of course, most of us know that BPAs are awarded for $0, and you fund them with BPA calls so there's almost no savings in cancelling one.
I have a friend who's a hardcore DOGE supporter. He is convinced that BPAs are accounted for in appropriations by Congress, and the savings to the government is more substantial than I realize. While I am nearly certain that his assumption is incorrect, his conviction regarding the matter has me questioning myself. As I have always understood it, appropriations establish budget authority which leads to an allotment, then an obligation and an outlay. I have always understood BPAs to be tools to expedite obligations, and the establishment of a BPA limit is done at the agency level outside of appropriations.
Am I missing something? Can you actually trace a Blanket Purchase Agreement to an appropriation that Congress has made, or is this guy simply speaking out of his derriere?
