ODCs for 1099s

CPFF services TO:
can a ODC CLIN be used to pay for 1099 CTR employees?
All I could find was in FAR Part 4 about the Government sending the 1099 to IRS, but nothing on ODC funds being used for 1099s.

During performance of the CPFF Task Order, how has the contractor been accounting for, and billing, the labor from the 1099 employees? Nobody can answer your question without knowing that piece of information.
