Duty Free Registration in the DFE Portal of PIEE

Hello All,

I was hoping to get some guidance on registering for duty free status in subcontract situation. If X is a subcontractor to a prime contractor under a US government contract and X is importing materials from a foreign supplier (and that foreign supplier is the importer of record), who enters the information in the Duty Free Entry portal of PIEE? Is it mandanted that prime contractor enter the required information or can X company reference the prime contract information and enter the information itself in the DFE portal? I'm hoping for the latter or either option.
