hello,
anyone here ever been part of standing up a PEO-S program? If so, did it include a staffing model? If so, can you share with me? Thank you.

I presume that by "PEO" you mean a DOD Program Executive Office. What does the "-S" stand for? Specific? If so, what kind of program? Land, sea, air, space?

No problem. Can you tell us something about the specific mission?

The team I work with has been working to stand up PEO-S at an agency from the ground up. The agency does fully understand what makes up the PEO-S so we work bit by bit with everyone's hair on fire. I do not have any experience with PEO but we were tasked last night to come up with a staffing model that would or could apply to PEO-Services framework.

Army, Navy, or Air Force? There's lots of information online about various PEO organizations. Organization depends largely on what kind of service you're buying.
See, e.g.: https://www.slideserve.com/brennan-stephenson/january-10-2008
See chart 11.

I would contact several PEOs and get their current organization/staffing. You could do an analysis of each matching their roles/commodities against each other, and compare with your new organizations purpose. There’s nothing like talking with those on the ground and getting their experiences and recommendations.

The AF has a PEO-Services office. I would recommend starting there. Although, I have to admit, I have found the organization to provide minimal added value in our Services acquisitions. It creates a direct pipeline into the Building which has caused the smallest, insignificant of contractual/acquisition challenges to become a high-level SES issue. Just my two cents.
