When awarding a new call order off a internal BPA established through a GSA schedule do you include the GSA schedule # or the BPA # for the flow down clauses?

Why not both? Remember GSA FSS allows an order (the BPA in your case) to include agency specific clauses. In truth it is a "it depends" answer and would be dictated by what's in the BPA that's over and above what's in the GSA FSS it is written against.

How are you intending on including flow down clauses in subcontracts? Are you going to incorporate all the clauses from the FSS contract or the BPA without regard to their applicability to the subcontract?
