Is there a definition of what is meant by new equipment or what is not new equipment? I was thinking that new equipment meant equipment that hasn't been used or that hasn't been refurbished. But I am thinking that it could mean equipment that is not old in terms of its age or hasn't been designated as surplus.

There is a definition of "new" in the FAR clause at FAR 52.211-5 Material Requirements. Does that meet your needs?
