CDRL Approval Authority

    Greetings all! I have an Air Force PM who indicates reluctance to sign as approval authority in Block I. of the DD 1423 Contract Data Requirements List. The PM feels the Contracting Officer is the approval authority. I reviewed DoD 5010.12 but couldn't find a break down of CDRL approval authorities. The contract is for R&D, the data requirements are for progress reports, technical and scientific reports, computer software and prototype hardware.

    The approving authority is approving the decision to request the delivery of specified data based on need. That is either the program or project manager or the program or project data manager, not the CO. The CO won't know anything about data needs.
