NASA Policy on ID/IQ Order of Minimum Quantity at Contract Start

    I saw a presentation that stated it is DoD policy to include the minimum order quantity in the initial award of an ID/IQ contract. Does NASA have a similar policy?

    Did the presentation say that it was DoD policy to order the minimum upon award of an IDIQ contract? If so, that is not true.

    Your question is not clear as Don alludes to above and this topic includes not only FAR and department/agency supplements but fiscal law. I would suggest doing a search within WIFCON and if you're still not clear then ask your question again with more specifics.

    I tried to keep this very simple. I know that it is difficult to do that on a complex issue. I am very simply asking if NASA has policy that requires them to actually place an order for the minimum order quantity at time of award. I am trying not to get into a discussion about the obligation of funds. For example, if I have an ID/IQ with ordering allowed over a 5 year period, it sounds like the Government has the prerogative to award the ID/IQ contract, but not order any work until year 4?

    If you want to know if NASA has a policy, go to the NASA procurement webpage and do your own research. If you don't know how to use the internet, use a telephone.

    By the way, this is NOT a complex issue.
