Sharing CPARS Evaluation for New Opportunity?

    I am trying to determine whether or not a CPARS evaluation can be shared by a contractor.

    Specifically, if the ratings and reviews were great, is there any prohibition of sharing those ratings and reviews with a prime or agency prior to the reviews being posted on PPIRS?

    FAR 42.1503 does not allow Government personnel to disclose completed past performance evaluations "to other than Government personnel and the contractor whose performance is being evaluated." I'm not aware of any restriction on the contractor sharing its own evaluation. If there was a restriction, I hope it would be printed on the bottom of the CPARS printout.

    You might want to check what the CPARS manual has to say. I haven't read the new one, but I recall a while back that reports were not to be used for advertisement or promotional purposes.

    That being said, unless your company has to agree to some terms of use prior to gaining access to CPARS I doubt an user manual published on the CPARS website is binding.

    Don't CPARS reports say "Source Selection Information -- See FAR 2.101 and 3.104." on the bottom?

    As of a year ago it was actually in the Header as follows:

    FOR OFFICIAL USE ONLY / SOURCE SELECTION INFORMATION – SEE FAR 2.101, 3.104, AND 42.1503

    I can't find anything that would prohibit a contractor from disclosing its own CPARS report.
