    One of the Federal workforce reforms dropped from Senate Defense authorization bill modified how the Civil Service Retirement System calculates annuity payments for employees who retire as part-time workers.

    This provision should at least be considered for enactment as applicable to Acquisition Personnel, of which the Federal workforce is in dire straits to retain (the experienced) and to increase in number to meet future needs.

    Senior acquisition personnel throughout federal service are a valuable asset in succession planning.

    It looks from the GovExec article that a big reason the reforms got dropped is the bill allows FERS employees to get credit for sick leave and redeposit retirement contributions when they return to work.

    I read some more articles that unions really opposed the part that allowed CSRS annuities to be recaluated. They felt agencies wouldn't fill vacancies of retirees and thus limited the ability of people to move up.

    The government's HR policies are really bad. Both OPM and Congress keeps commissioning studies but don't do anything with the recommendations.
