Task Order Award-Performance

Under an IDIQ, each task order award is suppose to be evaluated independently (not considering peformance issues on other task orders under the same IDIQ), however, can the CO or COR consider the overall mangement of the IDIQ when awarding a competitive task order, all things being equal otherwise.

Are CPARS suppose to be completed for the IDIQ base contract as well as individual task orders?

Is your statement saying you do not consider performance issues on other task orders on the same IDIQ contract? Our office always considers a contractors?s past performance on previous task orders. That?s where our best knowledge is regarding their performance. Per 16.505((1)(v)(A)(1) The contracting officer should consider past performance on earlier orders under the contract, including quality, timeliness and cost control.
