The President did issue a memorandum on FOIA which the Attorney General has followed up on but individual agencies are to draft their own regulations with regard to the Presidential memorandum. It could be that it is a particular agency that has an interim rule on release of a J*A.

Also with regard to the American Recovery and Reinvestment Act (ARRA) disclosure of information changed with regard to FBO publishing of rationale regarding contracts that are not fixed priced or awarded without competition. Published as an interim rule the regulation has now been finalized and can be found in FAR Part 5.7.
