    Can anyone assist in identifying a good source that outlines processes and procedures for Contract Administration?

    jpayne, have you looked at the DCMA website? DCMA has several instructions that address various aspects of contract administration.

    jpayne,

    I suggest you reach out to one of the Big 4 Government Contract Consulting practices and pay them to develop your manual for you. They have templates from years, if not decades, of developing Procurement Manuals for clients.

    Sure it will be expensive but you will get a quality product.
