Follow-on Contracts

Can anyone tell me if follow-on contracts are just R&D projects? Can it be used on a regular service contract? What are the requirements to initiate a follow-on contract?

I know of no regulation or decision to the effect that the term "follow-on" applies only to R&D projects. The GAO has made many bid protest decisions concerning follow on tasks of many different kinds of services.
