Award fee contracts

In May 2009, GAO issed a report on Award Fee Contracts (GAO-09-630) recommending that Departments/Agencies identify methods of measuring effectiveness of award fee contracts and methods to share this information. I would be interested in any ideas one might have to include specific meaures/metrics that a Department/Agency might utilize to measure effectiveness of its award fee contracts across the Department/Agency. Note that GAO issued the recommendation without providing examples.

According to this none of the top five agencies using award fee contracts have anything to show

My hunce is everyone is sitting back waiting for another agency to do something to share. It's not that difficult to do but most acquisition and program people that deal with contracts lack experience in performance measures.
