Top Line of Forum Showing Wifcon Pages

I added pages to the Top Line of the Wifcon Forum and Blogs.  These pages correspond to the main Wifcon.com site so that you may quickly check those pages, if you enter Wifcon.com through the Forum and Blogs pages.  By doing a "mouse-over" on the top line, you will automatically see a lower level of pages related to the top line.

For example, under Legal you will see the Bona Fide Needs Rule.  Additionally, you will see a "drop down" menu labeled "Protests." This will take you to the lower levels of the Protests page which includes about 18 years of protest decisions and opinions.
