Change in Publication and Format of GAO's Red Book

In March 2016, GAO began updating its Principles of Federal Appropriations Law, The Red Book with the 4th edition.  It explains it will do this in a much more manageable Chapter format instead of the old 3-book version with nearly useless annual updates.  I have made the changes to the Bona Fide Needs Rule page.  You can find it by doing a Mouse Over of the word "Legal" above and clicking Bona Fide Needs Rule.
