Purchasing female products for vending machines in Ladies bathrooms

Hi Everyone,
I work in goverment building and there are female products vending machines in the ladies bathrooms. Management has said they are unable to supply the machines because the products are considererd for "personal usage" even though the employee would have to put money into the machine to obtain the product. Arguements have been made that this is similar to the vending machines in the canteen area.
Your assistance is appreciated.

You may want to make a full review of the GAO's Principles of Federal Appropriation Law ("Red Book") to help on the matter. Volume 1, Chapter 4 may be a good starting point. My quick read did not find a situation on point but the content of the Chapter could lead one to the conclusion that in certain instances it would be appropriate to supply the machines. Not quite a comparison but I would offer that agencies do in fact provide tolilet paper at no expense to employees.

Are you asking if the government can arrange to stock a tampon (or similar "female product") vending machine in the womens' restroom?
I have obtained reliable information from women I know to the effect that other government agencies have such machines in their womens' restrooms. It is usually done through a concession contract. The contractor pays the government in return for being allowed to sell its product in the government's offices. That's how the candy and soda pop machines work.
