Walsh Healey Act - Simplified Acquisitions

Can anyone tell me if there is any exemption for SAT for the Walsh Healey Act? If there is not an exemption can someone give some details on when it might apply for SATs? Can't say I have much experience with the Act.

Please read FAR Subpart 22.6.

The exemptions are listed at FAR 22.604. The FAR no longer refers to it as "Walsh-Healy" (see FAR 1.110).
