Process to Award Task Order from MATOC

Does anyone know how you award a task order off of a Multiple Award Task Order Contract (MATOC)? The MATOC was awarded to 4 contractors now my agency wants is borrowing capacity to have a task order awarded. I am assuming that I have to send a RFP to each contractor and give them a certain amount of time to respond (30 days). My question is how do I get the proposals to them. The proposal is large because it is it for construction so it has drawings and designs. I know I don't have to post them on FEDBIZOPPS. The project manager is asking about the website to put the RFP on so the contractors can look download it and submit their proposal. Has anyone done a MATOC and do you know what needs to be done?
