Cost Plus Incentive Fee Level-of-Effort

In reaction to Sr. Leader's encouragement to do more incentive contracting, someone has introduced the idea of a CPIF LOE contract in which cost and staffing are incentivized. This contract type makes absolutley no sense to me. Anyone ever successfully inplemented such a contract type?

We encountering similar pressure to increase the use of cost incentives, and while exploring some similar Navy requirements encountered CPIF LOE type contracts. We're looking into it, but was curious if you have learned anything additional since it's been more than a year since you posted this.
