Utilities Contract

Our office will be working a utilities requirement shortly and no one seems to have any experience in that arena. Is there any guidance other than FAR Part 41, which really doesn't say very much. Our requirement will be for potable water only. Are there any water rights or other utility specific issues we should be concerned about? By the way, this isn't for utilities privitazation yet (soon to come). What we need is more water pressure than we are currently getting.

Thanks for the input, Brian. Unfortunately, the MICC utilities cell is not quite up and running yet and hasn't been able to provide much assistance. I was just hoping that with all the experienced WIFCON members, someone might be able to give me some "lessons learned" or pitfalls we need to look out for. Thanks for responding.

The Fort Benning Directorate of Contracting had a contract for potable water supplies from the Columbus Public Works office that might offer some insight into how such a program works. I do not work there any longer, so I can't give you any specifics. Give that office a call and maybe they can help you out.

I completed a FY 2009 Natural gas and electric delivery order through GSA, for the Armed Forces Retirement Home in Washington DC.
GSA has an areawide utiltiy contract established, FAR 41 requires you to use areawide contract if your projected cost is over the simplified acquisition threshold.
These delivery orders are a little tricky, I had to ask the GSA points of contact a lot of questions. These links should help you get started, the most important link is the utility guide, read and read it again.

Thanks bjoe. This is some good material. Unfortunately, there isn't an areawide contract in place that covers us. Life is never that easy in this career field.
