CBA at Variance with Prevailing Rates

    Is there anyone out there who has experience with utilizing FAR 22.1013(a) and FAR 22.1021 with regard to whether or not a CBA varies substantially from prevailing local rates?

    22.1013(a) provides as follows:

    If wages, fringe benefits, or periodic increases provided for in a collective bargaining agreement vary substantially from those prevailing for similar services in the locality, the contracting officer shall immediately contact the agency labor advisor to consider instituting the procedures in 22.1021.

    22.1021 provides that:

    A contracting agency or other interested party may request a hearing on an issue presented in 22.1013(a). To obtain a hearing for the contracting agency, the contracting officer shall submit a written request through appropriate channels (ordinarily the agency labor advisor) to?
