Is it Govenment Procurement policy or standard practice not to use default termination terms in R&D contracts? In Government-related subcontracts, or lower-tier research subcontracts with universities?

FAR 49.504(
says that the default clause for fixed-price R&D contracts is not to be included in contracts between the government and "educational or nonprofit institutions on a no-profit basis." - U

Contracts b/t USG and prime contractors for R&D would include FAR 52.249-6, Termination (Cost-Reimbursement).

49.503 -- Termination for Convenience of the Government and Default.
(a) Cost-reimbursement contracts.
(1) General use. Insert the clause at 52.249-6, Termination (Cost Reimbursement), in solicitations and contracts when a cost-reimbursement contract is contemplated, except in contracts for research and development with an educational or nonprofit institution on a no-fee basis.
