    Does anyone know the U.S. Code reference that states we can't pay for services not yet rendered?

    Another reference that may be worth a read is Volume 1 Chapter 5 Section C,  of the Principles of Federal Appropriations Law aka "The Red Book".   It can be found here on WIFCON at -
