Charging Fee for use of IDIQ

My office is establishing an IDIQ that will be used by other agencies, other departments and bureaus within our agency (Army IDIQ with Air force ordering or Park Service IDIQ with Bureau of Reclamation ordering). Do you know of any rule or regulation that would not allow us to have a fee associated with the IDIQ pricing that would then be sent as a check to our office to fund positions?

Ask your comptroller if your agency has limits on augmentation -- use that word, "augmentation," as it has a specific meaning in the GAO Red Book.

In addition to what ji said, does your agency have authority to do work for other agencies under the Economy Act?

So your fee would be built into the pricing in the IDIQ contract? Then the contractor would send you a check?

We do have authority to do work for other agencies under the Economy Act and use that frequently. How does that pertain to having a fee to use the IDIQ?

Are you familiar with the Miscellaneous Receipts statute? See p. 6-166 of the GAO Red Book.
There are some agencies, like GSA, that collect a fee from contractors who sell to other agencies under their contracts. However, I believe they have the statutory authority to do so.

Do you charge other agencies for doing work for them under the Economy Act?

We have not charged a fee before for anything using the Economy Act.

Maybe you should look into that and see how that might impact what you have in mind concerning the IDIQ contract.

Coming in late I understand but in reading and re-reading this thread it seems that FAR subpart 17.5 along with FAR subpart 17.7 provide information that answers the OP's question.
