GSA 70 Springboard for JV's?

It looks like GSA is trying to relax the rules for startups so they can win a GSA 70 award earlier in their life cycle.  Is anybody aware of changes afoot at GSA where a Joint Venture through the SBA Mentor Protege program can bid and be awarded a GSA Schedule 70?
