I would have started with analyzing the UN contract to determine what terms need to be flowed to subcontractors in order to execute prime contract requirements. Somewhat surprising that your firm apparently does not already have standard commercial subcontract terms but apparently bid with subcontracting in mind. Perhaps if you solicited a subcontractor, they wouldn't mind sharing their standard commercial subcontract terms with you.
