    For the Cost Proposal Volume write-up, what type of methodology would you describe that's used to establish the rates  if you used the schedule rates for labor categories provided in the RFP. 

    The SCA FAR clause is in the RFP.

    Are you talking about a proposal for an order (or BPA) against a schedule contract (FAR subpart 8.4)?

    What do you mean by "methodology" and "schedule rates"?

    To clarify. For the proposal, I am utilizing the SCA published hourly rates to bid the labor categories .  The Cost Proposal narrative asks to describe the methodology used to derive the hourly rates.  Is the answer as simple as, utilized the SCA wage schedule for hourly rates.

    So, you are a contractor who is submitting a proposal to the Government, and the solicitation asks you to "describe the methodology used to derive the hourly rates"?

    When you write SCA wage schedule, do you mean the SCA wage determination?

    yes, SCA wage determination.
