T&M labor rates

    Hello, 

    For an RFP that states the contractor shall propose rates consistent to the accounting system, do we consider the historical financial information for indirect costs or can we estimate future cost to develop a rate?

    Each T&M labor rate that you propose will be a fixed price per labor hour, covering all direct and indirect costs, as well as profit.

    Thank you for the reply. So if I base the rates on budgeted expenses, will that be an acceptable basis of rate development if questioned?

    Is this a sole-source acquisition, or competitive?  Commercial (as defined in FAR 2.101), or non-commercial?

    Does the solicitation include (or reference) the clauses at FAR 52.216-29, -30, or -31?  If so, which one?
